REQUEST FOR QUALIFICATIONS
for AIRPORT ENGINEERING
The Big Piney - Marbleton Airport Board (Sponsor) is requesting interested firms to submit their qualifications for engineering services for the Big Piney - Marbleton Airport (Miley Memorial Field). Projects are anticipated to be funded in part by the Federal Aviation Administration (FAA), Wyoming Department of Aeronautics (WYDOT) and the Big Piney - Marbleton Airport Board over the next five (5) years. Work may be accomplished during the course of multiple grants. The Big Piney - Marbleton Airport Board will retain the services of an engineering consultant to provide professional engineering, surveying, testing, FAA grant preparation and administration assistance, and construction inspection for, but not limited to the following projects (or project components):
The services are limited to those projects that can be expected to be initiated within five (5) years of the date the initial contract is signed by the consultant. With the understanding that not all projects can be foreseen, with mutual agreement between the sponsor and the FAA, new projects may be added after the original selection is made.
Qualifications will only be accepted from firms that can demonstrate the ability to do airport projects or projects of similar complexity.
To be considered, please provide one (1) unbound and five (5) bound copies no later than Wednesday, September 9, 2020 at 12:00pm.

Statements of Qualifications must be no more than 30 pages in length, one sided, exclusive of cover letters and tab sections. The Statement of Qualifications should include the following information, organized and identified in the same order:
The selection process shall be in accordance with FAA Advisory Circular (AC) 150/5100-14E, Architectural, Engineering and Planning Consultant Services for Airport Grant Projects. Additionally, contracts will be subject to the provisions of Executive Order 11246 (Affirmative Action to Ensure Equal Employment Opportunity) and to the provisions of Department of Transportation Regulations 49 CFR Part 26 (Disadvantaged Business Enterprise Participation) and 49 CFR Part 30 (Foreign Trade Restriction Clause).
The selection of the firm to do the work will be performed by an airport board subcommittee. After the deadline for receipt of qualifications, the subcommittee will review the information included in the qualification submission to make a selection and negotiate a contract based upon a detailed scope of work. If deemed necessary by the subcommittee, at least two (but not more than three) firms may be invited for interviews. The final selection of the firm with which to negotiate a contract will be based on the qualification criteria listed above, as well as:
The Big Piney – Marbleton Airport Board reserves the right to negotiate and/or award a contract to other consultants sequentially ranked by the airport subcommittee behind the selected consultant in the event the Big Piney – Marbleton Airport Board and the selected consultant negotiate but are unable to agree upon a selected scope of work or cost of contract.
No cost or fee schedules shall be submitted. FAA grant guidelines require cost and fee information to be presented during contract negotiations after the selection of the most qualified consultant with which to negotiate.
Requests for clarifications for additional information deemed necessary by any respondents shall be submitted in writing, via postal service or email to the Airport Board President referencing this request. Written requests must be received no later than five (5) calendar days prior to the submission deadline. Any request received after this deadline will not be considered. All requested received prior to the deadline will be responded to by the Big Piney – Marbleton Airport Board in the form of an addendum addressed to all respondents.
Direct contact with Big Piney – Marbleton Airport Board members during the selection process, except when and in the manner expressly authorized by the Request for Qualifications, is strictly prohibited and may render the submittal as non-compliant.

NOTICE OF FINAL PAYMENT
Notice is hereby given that the Board of Supervisors of the Sublette County Conservation District (SCCD) in Sublette County, Wyoming has accepted work as completed according to the plans, specifications and rules set forth in the contract between Sublette County Conservation District and:

The above entities are entitled to final settlement therefore. On the (October 12, 2020), being the 42nd day after the first publication of the first notice, SCCD will pay the above mentioned landowners the full amount due under said contracts.
