FORECLOSURE SALE NOTICE
WHEREAS, default in the payment of principal and interest has occurred under the terms of a promissory note (the “Note”) dated 08/13/2007 executed and delivered by Ladd Layland and Jean J. Arthur to First State Bank of Pinedale and a real estate mortgage (the “Mortgage”) of the same date securing the Note, which Mortgage was executed and delivered by Ladd Layland and Jean J. Arthur (the “Mortgagors”), to First State Bank of Pinedale, and which Mortgage was recorded on 09/25/2007, as Instrument No. 330745 in the records of the office of the County Clerk and ex-officio Register of Deeds in and for Sublette County, State of Wyoming; and
WHEREAS, the Mortgage contains a power of sale which by reason of said default, the Mortgagee declares to have become operative, and no suit or proceeding has been instituted at law to recover the debt secured by the Mortgage, or any part there-of, nor has any such suit or proceeding been instituted and the same discontinued; and
WHEREAS, written notice of intent to foreclose the Mortgage by advertisement and sale has been served upon the record owner and the party in possession of the mortgaged premises at least ten (10) days prior to the commencement of this publication, and the amount due upon the Mortgage on the date of first publication of this notice of sale being the total sum of $ 48,789.08 which sum consists of the unpaid principal balance of $44,967.61 plus Interest accrued to the date of the first publication of this notice in the amount of $987.11 plus attorneys’ fees, costs expended, and accruing interest and late charges after the date of first publication of this notice of sale;
WHEREAS, the property being foreclosed upon may be subject to other liens and encumbrances that will not be extinguished at the sale. Any prospective purchaser should research the status of title before submitting a bid;
NOW, THEREFORE Wells Fargo Bank, N.A., as the Mortgagee, will have the Mortgage foreclosed as by law provided by causing the mortgaged property to be sold at public venue by the Sheriff or Deputy Sheriff in and for Sublette County, Wyoming to the highest bidder for cash at 10:00am o’clock in the forenoon on 05/17/2019 at the Sublette County Courthouse located at 21 S Tyler, Pinedale, Wyoming, Sublette County for application on the above-described amounts secured by the Mortgage, said mortgaged property being described as follows, to-wit:

Any interested party is entitled to appear and be heard by the Commission at the time and date listed above. Protests to applications shall be in writing and filed with the State Oil and Gas Supervisor at least three (3) days prior to the date of hearing.
Pursuant to Chapter 5, Section 12 of the Wyoming Oil & Gas Conservation Commission Rules & Regulations, the written protest must state the grounds of the protest and include information and evidence to demonstrate that: (a) the protestant is a party entitled to notice or relief under Wyo. Stat. Ann. §§ 30-5-101 through 30-5-410; (b) the protestant seeks a remedy that is within the jurisdiction and authority of the Commission. No action shall be taken on an objection or protest that is not timely filed.

Notice is hereby given that Sublette County School District #9 of Big Piney, Wyoming, does hereby call for bids for a general construction contract for the project: BIG PINEY HIGH SCHOOL SIDEWALK REPLACEMENT. This is a rebid of the same project recently advertised, with some scope changes.
This project is generally described as Phase 1 of 2 of the BPHS Sidewalk Replacement and Heating System Improvements, which is located at 916 Piney Drive, Big Piney, WY. The Phase 1 project consists of demolition and replacement of approximately 11,600 SF of concrete sidewalk and 9,200 SF of concrete entrance pad. The 6,000+- SF front entrance also includes installation of approximately 14,000 LF of hydronic tubing and control manifolds for a snowmelt system.
Construction Documents Plans and Specifications are available through the office of the Engineer, William H. Smith and Associates, Inc. (WHS), 1515 9th Street, Suite A, Rock Springs, Wyoming 82901 (307)-362-6065. Hardcopies may be obtained for a non-refundable fee of $60.00. Digital copies will be available through the online bidding service questCDN. (Links and job name/number available through Engineer’s office).
A Mandatory Pre-Bid Conference will be held on-site at Sublette County School District #9 Central Office Thursday May 2, 2019 at 10:00 A.M. A tour of the BPHS site will be conducted and both site civil (concrete) and mechanical (hydronic system) details will be discussed, so representatives for all disciplines are strongly encouraged to attend. Due to the rebid nature, prior attendance at the March 28th Pre-bid will satisfy the mandatory attendance requirement. Questions may be directed to the office of the Engineer at the above address, phone number, or email until 5:00pm Tuesday May 7, 2019.
Additional items pertaining to bid bonds, DBEs, schedules, submittal requirements, and other project bidding details may be found in the available construction documents.
All bids will be received until 4:00 P.M. on Thursday May 9, 2019 when they will be opened by WHS. All bids shall be filed with the office of the Engineer WHS, Rock Springs, Wyoming. Electronic submittal of bids will be accepted. The contract, if awarded, shall be awarded to the bidder who in the opinion of the School District is the lowest and the most responsible bidder for the item(s) required in the bid proposal, subject to the resident bidder preference described below.
In accordance with Section 16-6-102, Wyoming Statutes, the contract shall be let to the most responsible resident bidder making the lowest bid if such resident’s bid is not more than five percent (5%) higher than that of the lowest most responsible non-resident bidder.
Pursuant to W.S. 16-6-106, “preference is hereby given to materials, supplies, agricultural products, equipment, machinery and provisions produced, manufactured, supplied or grown in Wyoming, quality being equal to articles offered by the competitors outside of the state.”
The School District shall have the power to reject any and all bids or waive any informality in same. No bidder shall be allowed to withdraw his bid for a period of thirty (30) days or until the successful bidder has entered into a contract with Sublette County School District #9.
