WHEREAS, default in the payment of principal and interest has occurred under the terms of a Promissory Note (the “Note”) dated October 11, 2018, executed and delivered by Thomas Guzman (“Mortgagor”) to Mann Mortgage, LLC., and a real estate Mortgage (the “Mortgage”) of the same date securing the Note, which Mortgage was executed and delivered by said Mortgagor, to Mortgage Electronic Registration Systems, Inc., as Mortgagee, as nominee for Mann Mortgage, LLC., its successors and assigns as Mortgagee, and which Mortgage was recorded on October 11, 2018, at Reception No. 395288, in Book 232, at Page 25 in the public records in the office of the County Clerk and ex-officio Register of Deeds in and for Sublette County, State of Wyoming; and
WHEREAS, the Mortgage was assigned for value as follows:

WHEREAS, the Mortgage contains a power of sale which by reason of said default, the Mortgagee declares to have become operative, and no suit or proceeding has been instituted at law to recover the debt secured by the Mortgage, or any part thereof, nor has any such suit or proceeding been instituted and the same discontinued; and
WHEREAS, written notice of intent to foreclose the Mortgage by advertisement and sale has been served upon the record owner and the party in possession of the mortgaged premises at least ten (10) days prior to the commencement of this publication, and the amount due upon the Mortgage as of January 24, 2020 being the total sum of $160,496.77, plus interest, costs expended, late charges, and attorneys’ fees accruing thereafter through the date of sale;
WHEREAS, the property being foreclosed upon may be subject to other liens and encumbrances that will not be extinguished at the sale. Any prospective purchaser should research the status of title before submitting a bid;
WHEREAS, if the foreclosure sale is set aside for any reason, the Purchaser at the sale shall be entitled only to a return of his/her/its money paid. The Purchaser shall have no further recourse against the Mortgagee, Mortgagor, Servicer or their attorneys;
NOW, THEREFORE Mann Mortgage, LLC, as the Mortgagee, will have the Mortgage foreclosed as by law provided by causing the mortgaged property to be sold at public venue by the Sheriff or Deputy Sheriff in and for Sublette County, Wyoming to the highest bidder for cash at 10:00 o’clock in the forenoon on February 21, 2020 on the Courthouse steps for the Sublette County Court located at 21 South Tyler Ave., Pinedale, WY , for application on the above described amounts secured by the Mortgage, said mortgaged property being described as follows, to-wit:
Lot 18, Block 2 of the Barger Subdivision, First Filing, Sublette County, Wyoming, as set out on that Plat map recorded in the office of the County Clerk of Sublette County on January 06, 1970 in Book 26 of Misc., Page 328.
With an address of 8 Hawk Path, Boulder, WY 82923 (the undersigned disclaims liability for any error in the address).
Together with all improvements thereon situate and all fixtures and appurtenances thereto.
Mortgagee shall have the exclusive right to rescind the foreclosure sale during the redemption period. In the event that the sale is rescinded or vacated for any reason, the successful purchaser shall only be entitled to a refund of their purchase price and/or statutory interest rate.

Notice is hereby given that Sublette County School District #9 of Big Piney, Wyoming, does hereby call for bids for a general construction contract for the project: BIG PINEY HIGH SCHOOL SIDEWALK REPLACEMENT.
This project is generally described as the BPHS Sidewalk Replacement and Heating System Improvements, which is located at 916 Piney Drive, Big Piney, WY. The Phase 1 project consists of demolition and replacement of approximately 11,600 SF of concrete sidewalk and 9,200 SF of concrete entrance pad. The 5,000+- SF front entrance also includes installation of approximately 9,600 LF of hydronic tubing for a snowmelt system. The Phase 2 project includes installation of the boilers and hydronic tubing from the boilers to the outer wall of the building.
Construction Documents Plans and Specifications will be made available on Wednesday February 12th, 2020 through the office of the Engineer, William H. Smith and Associates, Inc. (WHS), 1515 9th Street, Suite A, Rock Springs, Wyoming 82901, (307) 362-6065. Copies may be obtained for a non-refundable fee of $100.00.
No Pre-Bid Conference will be held, however interested parties may schedule a walk-through by contacting the office of the Engineer at [email protected] by 5:00pm Thursday, February 20th, 2020. Questions may be directed to the office of the Engineer at the above address, phone number, or email. The cutoff date & time for questions is also 5:00 pm Thursday February 20th, 2020.
Additional items pertaining to bid bonds, DBEs, schedules, submittal requirements, and other project bidding details may be found in the available construction documents.
All bids will be received until 5:00 P.M. on Wednesday, February 26th, 2020 when they will be opened by WHS. All bids shall be filed with the office of the Engineer WHS, Rock Springs, Wyoming. Electronic submittal of bids will be accepted. The contract, if awarded, shall be awarded to the bidder who in the opinion of the School District is the lowest and the most responsible bidder for the item(s) required in the bid proposal, subject to the resident bidder preference described below.
In accordance with Section 16-6-102, Wyoming Statutes, the contract shall be let to the most responsible resident bidder making the lowest bid if such resident’s bid is not more than five percent (5%) higher than that of the lowest most responsible non-resident bidder.
Pursuant to W.S. 16-6-106, “preference is hereby given to materials, supplies, agricultural products, equipment, machinery and provisions produced, manufactured, supplied or grown in Wyoming, quality being equal to articles offered by the competitors outside of the state.”
The School District shall have the power to reject any and all bids or waive any informality in same. No bidder shall be allowed to withdraw his bid for a period of thirty (30) days or until the successful bidder has entered into a contract with Sublette County School District #9.
