ABANDONED VEHICLE SALE NOTICE

Dr. Mr Hargove,          11/7/2020

On or around September 27th, 2020, two vehicles were left unattended on my property for over 30 days. The vehicles are a 2001 Ford Explorer Sport Track, red in color, VIN #1FMZU77EX1UB71222, and a 1998 Jeep Grand Cherokee, black in color, VIN #1J4GZ48S3WC367672.

According to the Wyoming Department of Transportation records, Tim Hargrove at PO Box 1 La Barge, WY 83123 is the registered legal owner of these vehicles.

I Travis Bradshaw am contacting you in an effort to have you either remove these vehicles from my property or surrender ownership via properly executed title or bill of sale transferring ownership to Travis Bradshaw the property owner.

The vehicles are located at 13 E. Shoshone Trail Boulder, WY 82923 and my contact number is 801-389-3992.

To all persons, firms, or corporations who have any claim for any work done, or any material furnished to, Premier Environment, LLC, 1655 Jasper Street, Ste. “A”, Aurora, CO, 80011 for Big Piney MS Renovation Asbestos Abatement, Big Piney, WY 83113.

You are hereby notified that Sublette County School District No. 9, 115 So. Nichols Street, P.O. Box 769, Big Piney, WY 83113, has accepted substantial completion according to the Contract Documents and rules set forth in the contract between Sublette County School District No. 9 and the aforesaid Contractor of the work in connection with Asbestos Abatement, and that said Contractor is entitled to final settlement therefore.

You are further notified that upon the 28th day of December, 2020, being the 41st day after the first publication of the notice, said Sublette County School District No. 9 will pay Premier Environmental, LLC, the full amount due under said contract, and in the event your claim is not filed with Sublette County School District No. 9 prior to said 27th day of December, 2020, same shall be waived.

This notice is given pursuant to Section 16-6116, Wyoming Statutes, 1982.

OFFICIAL COUNTY COMMISSIONERS PROCEEDINGS NOVEMBER 6, 2020

The Board of County Commissioners met in regular session in the Lovatt Room of the Sublette County Library in Pinedale, Wyoming on this date at 9:00 a.m. wit David Burnett, Joel Bousman, Mack Rawhouser, Tom Noble, Doug Vickrey, Matt Gaffney, Clayton Melinkovich, Mike Crosson, Sam White, Dave Stephens, Holly Dabb representing the Pinedale Roundup, and Carrie Long, County Clerk present.

Chairman Burnett welcomed the two Commissioners elect, Sam White and Dave Stephens, and led those present in the Pledge of Allegiance.

It was moved by Commissioner Vickrey, seconded by Commissioner Noble to approve the agenda with the removal of agenda item with Brian Gray with Jorgensen at 11:30 a.m.  Motion carried. 

The minutes of the preceding meeting on October 20 were approved and ordered filed by motion from Commissioner Noble, seconded by Commissioner Vickrey.  Motion carried.

Billy Pape, Road & Bridge Superintendent, updated the Board on recent activities.  

Mike Jackson, Rio Verde Engineering, presented a Change Order on a reduction of cost for the Chip Seal project. The Change Order was approved on motion by Commissioner Bousman, seconded by Commissioner Noble.  Motion carried. 

Abe Pearce and Matt Murdock, Town of Pinedale, updated the Board on South Tyler Pathway.  It was moved by Commissioner Noble, seconded by Commissioner Vickrey to accept the MOU with the Town of Pinedale regarding the Pathway.  Motion carried. 

Murdock requested the County contact the utility company and request the lines be moved to accommodate the pathway.  Chairman Burnett requested Matt Gaffney to follow up on the request.

Bridger Teton Acting Supervisor and Richard Stem discussed several items with the Board.  Mike Henn, with Sublette County Soil Conservation was also present for discussion.  No action was taken.

It was moved by Commissioner Noble, seconded by Commissioner Vickrey to lift the partial closure due to extreme fire risk adopted on 8/21/2020.  Motion carried. 

It was moved by Commissioner Noble, seconded by Commissioner Bousman to request the County Attorney’s office move forward with a MOU between WyoLink and Sublette County regarding the Harris System.  Motion carried. 

It was moved by Commissioner Bousman, seconded by Commissioner Noble to approve CARES Act funding request by Cassie Crumpton from Treatment Court for Public Telecommunication Portals in the amount of $81,747.54.  Motion carried. 

Based on recommendation from Tiffany Monk, Tegeler’s Insurance, it was moved by Commissioner Bousman, seconded by Commissioner Noble to change from Lincoln Financial to Standard for the County Group Life/ LTD Renewal for an annual savings of $46,185.00.  Motion carried. 

Kenna Tanner, Search and Rescue, along with KC Lehr, Sheriff, gave an overview of the season, missions, and helicopter usage.  Tanner also presented bids for a five-year helicopter contract with recommendation for selection of Aerial Crane Enterprises in the amount of $395,930.00 for the first year and $420,930.00 in year five.  It was moved by Commissioner Bousman, seconded by Commissioner Noble to accept the recommendation of Tanner.  Motion carried.

Dennis Fornstrom, Planning & Zoning Administrator, met with the Board to discuss several requests:

  • It was moved by Commissioner Noble, seconded by Commissioner Bousman to approve the application from Greg Ptasnik and Robert Post proposing a Boundary Line Adjustment and Replat of Lot 2, 3, 4, & 5 of Block 5, of the Townsite of Shelter Park. Said Boundary Line Adjustment and Replat of said Lots will create Lot 40 & 41 of the Townsite of Shelter Park, Block 5, First Amendment. Motion carried. 
  • It was moved by Commissioner Bousman, seconded by Commissioner Noble to approve the application from Christine White, Z&C LLC requesting a Conditional Use Permit to allow for the rental of their guest house located at 174 Ehman Lane, Pinedale, as an AIRBNB & VRBO rental property. Motion carried.
  • It was moved by Commissioner Noble, seconded by Commissioner Bousman to approve the application from Michael Thompson and Nathan Hager requesting a Conditional Use Permit to allow for the rental of their house located at 37 BLM Subdivision, Pinedale, as an AIRBNB & VRBO Rental Property. Motion carried.
  • It was moved by Commissioner Noble, seconded by Commissioner Bousman to approve the application from Matt Busbice requesting a Conditional Use Permit to allow for the rental of their house located at 120 Dell Creek, Bondurant, as an AIRBNB & VRBO Rental Property. Motion carried.
  • It was moved by Commissioner Noble, seconded by Commissioner Bousman to approve the application from Zach Baldwin requesting a “Determination of Similar Use” for a Recreation Vehicles Rentals Business within the A-1 Zoning District, because it is of similar character or use and does conform with a Homebased Business. Motion carried four to one with Commissioner Vickrey voting nay.
  • It was moved by Commissioner Noble, seconded by Commissioner Bousman to grant Zach Baldwin’s request for a Conditional Use Permit for a Home-Based Business to allow for said Recreation Vehicle Rental Business to be operated from his property located at 11 Goose Lane, Pinedale with a two-year visitation to the permit. Motion carried four to one with Commissioner Vickrey voting nay.

It was moved by Commissioner Noble, seconded by Commissioner Bousman to approve a 15-year lease in the amount of $11,200 for 15 feet by 15 feet area located at block 4, Lot 97 of the Barger Fourth Subdivision for a 30-foot self-supporting tower.  Motion carried four to one with Commissioner Vickrey voting nay. 

Emily Paravicini, Treasurer, requested approval to assess fees for requested copies of documents copied by her office.  Commissioner Vickrey made a motion to approve the request.  Motion died for lack of a second. 

John Paravicini, Assessor, presented a Notice of Assessed Valuation correction for personal property in the amount of $157.00. 

It was moved by Commissioner Bousman, seconded by Commissioner Rawhouser to approve Accounts Payable.  Motion carried.

It was moved by Commissioner Noble, seconded by Commissioner Vickrey to approve payroll in the amount of $1,019,086.70.  Motion carried. 

Carrie Long, Clerk, relayed a request from Happy Endings Animal Rescue for a funding request of $1,000.  Commissioner Vickrey made a motion to grant the request, Commissioner Rawhouser seconded the motion, motion carried. 

Commissioner Bousman made a motion to move forward with budgeting software, Open Gov.  Seconded by Commissioner Noble.  Motion carried four to one with Commissioner Rawhouser abstaining from the vote. 

A catering permit was approved for the Eagle Bar for an event taking place on November 21 on motion by Commissioner Rawhouser, seconded by Commissioner Noble.  Motion carried. 

It was moved by Commissioner Vickrey, seconded by Commissioner Bousman to approve a Surety bond for Zach Noble, Treasurer, Boulder Mosquito Improvement District.  Motion carried four to one with Commissioner Noble abstaining from the vote. 

Commissioners reported on Old Business.  Commissioner Vickrey requested a letter from the Board regarding the speed limit in Daniel.

Any interested party is entitled to appear and be heard by the Commission at the time and date listed above.  Protests to applications shall be in writing and filed with the State Oil and Gas Supervisor at least three (3) business days prior to the date of hearing pursuant to Wyoming Oil & Gas Conservation Commission Rules & Regulations, Chapter 5, Section 11 and Chapter 5, Section 26.

Pursuant to Chapter 5, Section 12 of the Wyoming Oil & Gas Conservation Commission Rules & Regulations, the written protest must state the grounds of the protest and include information and evidence to demonstrate that: (a) the protestant is a party entitled to notice or relief under Wyo. Stat. Ann. §§ 30-5-101 through 30-5-410; (b) the protestant seeks a remedy that is within the jurisdiction and authority of the Commission. No action shall be taken on an objection or protest that is not timely filed.
